General • RP2040 counter divider

I have already created a theme with a similar problem. But this problem has not been solved.
I need to divide the input frequency by 10. I don't want to use multiple SN74LS93 enclosures.
1- I feed the frequency from a 40 MHz quartz oscillator to the input to measure the time interval. To do this, I use PWM.
2- I apply the measured frequency to the interrupt input. And the frequency of the interrupt call cannot be more than 500 kHz. That's why I need an input frequency divider.
The frequency of the reference external quartz oscillator is 40 MHz. The measured frequency is from 0.5 Hz to 50 MHz. The actuation must be along the front of the measured pulses.
