Troubleshooting • It is not possible to switch SD and M.2 via EEPROM

Hi.
Uses Raspberry 5 and raspios-bookworm-arm64
I have raspio on the SD card and on M.2
It is not possible to switch them.
I have tried via sudo raspi-config.

I have tried sudo rpi-eeprom-config --edit
BOOT_ORDER=0xf461 // sd card
BOOT_ORDER=0xf146 // m.2 card

Boot system over M.2 card
I need to pull out M.2 card to work boot via SD card.
Why? Will it be solved?
