Troubleshooting • Unable to boot

I resurrected an old project based on Rasbian on a Pi 4b that hadn't been booted for a couple of years. I ran APT Update/upgrade which didn't fully complete, I then had a power failure and the Pi won't boot. using a different SD card I burned a new copy of Rasbian and I get...

This board requires new software
Get the latest software from https:///raspberrypi.org/downloads/

etc...

I tried a number of fixes such as overwriting start_x.elf etc but nothing seems to work - I'm completely out of my depth and need some help please...
