Troubleshooting • kernel panic - not syncing: attempted to kill init! exit code=0x0000007

After a power shortage, my raspberry pi stopped booting. It displayed a bunch of cma_alloc failed lines, so I did what it's outlined here
viewtopic.php?t=254508
and removed the relevant lines from config.txt and cmdline.txt
After that the raspberry pi appears to boot, but instead shows a lot of block like this one:
