Rust • Cant create a Rust project

I have been trying to get Rust working using the updated addon to VS Code.
I have a new installation of PiOS
A new VS Code - installed the addon and it works for other tasks including the new Zephyr project
I have installed Rust and I can use it from the command line.
But when I try to create a Rust project it seems to start working and then gives up with two
error messages:
Failed to install Rust. Please try again and check your settings.
amd
Failed to install cargo package 'elf2uf2-rs'.Please check the logs.

I have rebooted several times but the behavior is always the same.
