I have two different installation of Pi OS Lite. The first one where I installed 2023-12-11 image and used dist-upgrade to update all packages. The second one uses latest 2025-05-13 image that also have all the available packages installed.
On the first sdcard, If I connect my HAT to it, it loads all the necessary drivers and HAT works automatically. On the second card thats based on the latest Raspberry Pi OS image (2025-05-13), The HAT doesn't work unless I specifically load its overlay by specifying dtoverlay manually in the config.txt file.
Both installations have the same raspi-firmware and kernel packages installed and I am not seeing any significant change between the config.txt file of the two installations.
Could you please help me understand why the two installations are behaving differently?
