General discussion • Can my Raspberry Pi 3B do this?

I need it to be able to Receive FM signals with possibility of RDS, Transmit FM w/ RDS, Watch TV Using GPIO (NTSC or ATSC), Transmit .MP4 to ATSC or NTSC. All without additional hardware, all using my GPIO pins. the only one I know is PiFMRDS. Ty!
