Country: anywhere but currently on Philippines

I Have Questions That Stuck in my head or i am just over thinking it

first question:
I Live On Philippine For Temporary
And the electricity in there is crazy when its raining
Example electricity goes like unstable
And the brick does this to raspberry pi
(1sec on off on off on off on)
Somtimes
(1sec off, 1sec on, 1sec off)
It does this 4-3 times a week for 3-1 minutes
On my raspberry pi
Is it safe?
wich one will likely damage or break?
1:Brick charger wall
2:Cable
3:sdcard
4:Raspberry pi

Second Question:
SHOULD I INSTALL 64BIT RASPBIAN OS DESKTOP?
