MicroPython • thonny vs rshell vs mpremote

I am trying to develop code for a Pico 2W which is USB/Serial connected to a controlling RPi 5 (headless). I started with rshell on the controller, then tried and preferred mpremote. I've now switched to Thonny (on a Windows laptop) as it allows me to modify remote files without the restarts that rshell/mpremote trigger. Can rshell or mpremote modify files without restarts?
Any help appreciated.
