General discussion • Can not re-write EPPROM on RPi-4

I have done the following steps to re-write EEPROM:
1. Insert SDCard
2. Write SDCard Boot (in MISC option)
3. Insort SDCard into RPi4 and power on
4. Wait for the screen display GREEN
5. Power off
Then insert another SDCard (contain RPi OS), but not it still not booting (ACT flashing 3-long 1-short)
...
