Troubleshooting • Raspberry Pi Compute Module 4 Lite not booting

I am writing to seek assistance with my Raspberry Pi Compute Module 4 lite without eMMC storage. I am using the following components:

Raspberry Pi CM4 Lite (no onboard eMMC)
Raspberry Pi IO Board
12V 15A power supply
HDMI-connected display
Multiple SD cards (32GB and larger), flashed with Raspberry Pi OS (have tried 64/32-bit and Lite)

Problem:
The CM4 shows a solid red LED but no green ACT LED, indicating no boot activity.
I have tried the following:
Multiple SD cards formatted to FAT32 and flashed using Raspberry Pi Imager.
Different Raspberry Pi OS versions (32-bit, 64-bit, Lite).
Attempted to boot from a USB flash drive.
Placed the jumper to disable eMMC boot.
Tried EEPROM recovery using the SD card bootloader recovery image.
Used hdmi_force_hotplug=1 in config.txt to force HDMI output, but no display signal is detected.
Verified my 12V 15A power supply with a multimeter, and it appears stable.
Removed and reinserted the CM4 on the IO board to ensure proper seating.

Despite these efforts, the system does not boot, and I receive no video output or green ACT LED indication.

Could you kindly provide guidance on what I should try next, or if this indicates a potential hardware issue?

Thank you for your assistance.
