Raspberry Pi OS • The latest Buster "Full" image is frm 2021, I found a smaller image frm 2023?

Given the following links:

The first one - (the one I found searching from the Downloads page), is dated May 28th, 2021, is the "Full" version, and is the one I downloaded for doing my robot testing.

The second one, (one that I saw in a posting on the Dexter Industries, (Modular Robotics), forums is dated May 3rd, 2023 and is apparently a much "lighter" version as the unpacked image weighs in at 3.68 GB compared to the first image's 8.01 GB.

Questions:
First: Where did a 2023 release of Buster come from? :shock: By 2023, I figured that Buster was Dead and Buried as far as you folks were concerned.

Second: What's the difference? Does it even have a desktop? Is the kernel more recent or anything else potentially significant?

Third: If I did a sudo apt-get dist-upgrade, does that put me in the same place as the 2023 release?

Is there anything else I need to know? (I'm sure not looking forward to having to re-do all my Buster fixups again. . . .)
