Troubleshooting • Pi4b works but no blinking ACT LED

Hi, my Pi4b, which was previously working on another OS, has stopped blinking. I've flashed the Raspberry OS and set it up (the screen works and firefox) but it won't set the location date and time. Thus I cannot use the internet

I have tried the resetting the EEPROM as per the sticky - I just got a green screen, which I hoped meant problem solved, but the green led doesn't come on with no sd card. The sticky said it should with a 4b.

Is this terminal?
